Greek National Cadastre in progress

The Greek National Cadastre is an important issue for every owner of property in Greece, as the cadastral survey and the submission of ownership declarations at the Greek National Cadastre will be in progress throughout the year 2014 and it is gradually expanding to areas that had been omitted by the 2008 programme of National Cadastre, which dealt mainly with the Greek county capitals.

It has to be pointed out that since June 17, 2008, in many of the 107 regions that have been under cadastral survey, the whole cadastral declarations procedure has already finished and several Cadastral Agencies are properly operating. In these regions, the identification of estates is accomplished via the property address and not via the identity of the property owner, replacing the previously operating outdated regional Land Registry Offices.

The cadastral projects implemented in the period 1995-2000 involved 340 regions across the country and in these regions 96 Cadastral Offices have already started operating.

Operating Cadastral Offices in the Prefecture of Attica.

The cadastral offices already operating in the prefecture of Attica, of which the ownership declarations have been audited and the deadlines for submitting any correction requests have now expired can be found in the following municipalities:
1. Agia Paraskevi
2. Marousi
3. Vironas
4. Elefsina
5. Zografou
6. Ilioupoli
7. Koropi
8. Megara
9. Nea Smirni
10. Nikaia
11 Papagou
12 Piraeus
13 Salamina
14 Spata

15 Chalandri.
If you own a property within these regions which you have failed to register within the statutory deadlines that have already expired, the final seven years deadline for your property statement has started. After it’s ending all undeclared properties will be irrevocably registered as properties of unknown owner and it will impossible for you to claim your property rights.

Operating cadastral offices of Achaia

The only operating cadastral office in Achaia region is in Patras municipality.

Areas of Attica under cadastral survey

In the prefecture of Attica the cadastral registrations are still in progress and the stage of the registrations varies depending on the municipality. In particular:

  1. Cadastral survey offices are operating in Agia Varvara, Egaleo, Galatsi, Heraklion, Piraeus and Peristeri municipalities and the deadlines for submitting correction applications and appeals have expired.
  2. Cadastral survey offices are operating in Agios Stefanos, Anthousa,Anoiksi, Dionysos, Drosia, Ekali, Kifisia,Marathona,NeaErithrea, Nea Ionia, NeaMakri, Nea Penteli, Pallini, Penteli, Pikermi, Rafinaand Stamata municipalitiesand the hearing ofappeals against the interim cadastral tables and diagramsis stillin progress.
  3. Cadastral surveyoffices are operating in Agios Konstantinos, AgiousAnargirous, Athens, Alimos, Anavyssos, Peristeri,Argyroupoli, Aspropyrgos,Acharnes, Vari, Voula, Vouliagmeni, Glyfada, Daphni, Elliniko, Zephyriou, Heliopolis, Thrakomakedonon, Ilion, Kalivion-Thorikou , Kamaterou, Kerateas, Kouvaras, Kryoneri, Kropia, Lavrio, Lykovrysi, Mandra, Markopoulo Mesogaias, Metamorfosi, Moschato, NeaPhiladelphia, NeaChalkidona, PaleaPhocaea, PaleoFaliro, Papagou, Petroupoli, Pefki, Saronida, Tavros, Ymittos, Fili, Chaidari and Psyhiko municipalities and the deadlines for registrations has expired.  The submission ofoverdue ownershipstatementsand the declarationsof new rights is in progress.

In the region of Cyclades are operating the following cadastral offices:
1. Akrotiri Thiras, 2. Ano Syros, 3. Apollonia Sifnou, 4. Artemonas Syrou, 5. Vari Syros, 6. Syros Island, 7. Emporeio Thiras, 8. Epistopi Thiras, 9. Ermoupolis, 10. Kimolos, 11. Manna Syros, 12. Megalohori Thiras,
13. Milos, 14. Mykonos, 15. Pagos-Ermoupolis, 16. Posidonia Syrou, 17. Pirgos Kallisti Thera, 18. Foinikas Syrou, 19. Chrousos Syros.

Deadlines Extension  

According to the Ministerial Decision N.69830 (GG B 3433/31/12/2013) in:  a) Galatsi Municipality of Attica Prefecture b) Nea Ionia Municipality of Attica Prefecture and c) Heraklion Municipality of Attica Prefecture, the last date by which it is permitted to submit overdue statements is  December 29th of 2014. After this date, no corrections will be allowed and the Initial Registrations will be considered permanent.

According to the Ministerial Decision N. 59399 (Government Gazette 2802 11.04.2013) in: a) Piraeus, Municipality of Attica Prefecture, b) Samian Municipality of Vathi, in Samos island, of the Northern Aegean Region and b) Peristeri, Egaleo and Agia Varvara Municipalities of Attica Prefecture , the last date by which it is permitted to submit overdue statements is March 2nd of 2015. After this date no corrections of the registrations will be allowed and the Initial Registrations will be considered permanent.

Property owners living abroad

If you live abroad you should be aware of the following tips:
• If you have made a declaration of your property at the National Cadastre, you will soon receive your Initial Cadastral Registration Certificate, which will be sent to the contact address you have entered at your declaration. You should always check the correctness and completeness of your property’s registration. It is recommended to be extremely careful when checking the Certificate of Initial Cadastral Registration of your property, always using as a reference the deeds for your property, in order to correct within the statutory deadlines any errors that may have occurred at the interim cadastral registration.
• If you have not made a statement of your property at the National Cadastre, you must follow the correct procedure for registering it within the statutory deadlines. It is likely that your property will have been registered as belonging to an “Unknown owner” and therefore its ownership is temporarily in doubt.
• For the residents of a foreign country, the deadline for the correction of the initial registrations is seven (7) years, starting from the date that each regional Cadastral Office starts operating. This 7 year deadline starts from the date of the publication at the Official National Gazette of the ministerial decision entering into force each regional Cadastral Office.
• After the expiration of that 7 year period, all interim reformed registrations are considered to be final, forming the Initial Registrations of properties and they establish irrefutable evidence of each property’s ownership.

In order to avoid any implications regarding the registration of your property at the National Cadastre, it is recommended to check on a regular basis the stages of the cadastral surveys at the regions where you own property rights, through the website of the National Cadastre (www.ktimatologio.gr ). You should proceed within the statutory deadlines to the necessary property rights declarations, so as to safeguard your rights and avoid unnecessary administrative and judicial implications that will cost you time and money.
